COMMITTEE, n. One or more persons, elected or appointed, to whom any matter or business is referred, either by a legislative body or either branch of it, or by a court, or by an corporation, or by any society, or collective body of men acting together. In legislative bodies, a house or branch of that body may resolve or form itself into a committee, called a committee of the whole hose, when the speaker leaves the chair, and one of the members acts as chairman. Standing committees are such as continue during the existence of the legislature, and to these are committed all matters that fall within the purposes of their appointment; as the committee of elections, or of privileges, &c. Special committees are appointed to consider and report on particular subjects.

    Committee of the whole [house], a committee, embracing all the members present, into which a legislative or deliberative body sometimes resolves itself, for the purpose of considering a particular measure under the operation of different rules from those governing the general legislative proceedings. The committee of the whole has its own chairman, and reports its action in the form of recommendations. -- Standing committee. See under Standing.

It is not only important, but, in a degree necessary, that the people of this country, should have an American Dictionary of the English language; for, although the body of the language is the same as in England, and it is desirable to perpetuate that sameness, yet some differences must exist. Language is the expression of ideas; and if the people of one country cannot preserve an identity of ideas, they cannot retain an identity of language.
  




An application of the Patent Rank Score will be used to validate the concept of economic development and firm value. Specifically, it will be shown that the Patent Rank Score will provide improved explanatory power over previous measures of radical innovation and firm performance. \citet{Mizik:2003} described the importance of strategic emphasis and value creation/appropriation on firm performance. In the analysis, firms were grouped into low-, stable-, and high- technology groups. In the first analysis, the firms are objectively grouped based on Patent Rank Scores. Further analysis will model firm performance based on stock returns and strategic emphasis \citep{Mizik:2003}. Mediation of innovation using Patent Rank Scores will also be considered.
