UP'PER, a. [comp. from up.]

1. Higher in place; as the upper lip; the upper side of a thing. An upper story is a higher one; the upper story is the highest. So the upper deck of a ship.

2. Superior in rank or dignity; as the upper house of a legislature.

Upper hand, advantage; superiority.

Upper-works, in a ship, the parts above water when the ship is properly balanced for a voyage; or that part which is above the main wale.

  1. Being further up, literally or figuratively; higher in place, position, rank, dignity, or the like; superior; as, the upper lip; the upper side of a thing; the upper house of a legislature.

    The upper hand, the superiority; the advantage. See To have the upper hand, under Hand. Jowett (Thucyd.). -- Upper Bench (Eng. Hist.), the name of the highest court of common law (formerly King's Bench) during the Commonwealth. -- Upper case, the top one of a pair of compositor's cases. See the Note under 1st Case, n., 3. -- Upper covert (Zoöl.), one of the coverts situated above the bases of the tail quills. -- Upper deck (Naut.), the topmost deck of any vessel; the spar deck. -- Upper leather, the leather for the vamps and quarters of shoes. -- Upper strake (Naut.), the strake next to the deck, usually of hard wood, and heavier than the other strakes. -- Upper ten thousand, or (abbreviated) Upper ten, the ten thousand, more or less, who are highest in position or wealth; the upper class; the aristocracy. [Colloq.] -- Upper topsail (Naut.), the upper half of a double topsail. -- Upper works (Naut.), all those parts of the hull of a vessel that are properly above water. -- Upper world. This general disposition to subject the slight and fleeting influence of human example and opinions, for the controlling authority of divine commands, is among the most gloomy presages of the present times. Without a great change of public taste … the progress of depravity will be as rapid, as the ultimate loss of morals, of religion, and of civil liberty, is certain. God has provided but one way, by which nations can secure their rights and privileges … by obedience to his laws. Without this, a nation may be great in population, great in wealth, and great in military strength; but it must be corrupt in morals, degraded in character, and distracted with factions. This is the order of God's moral government, as firm as his throne, and unchangeable as his purpose; and nations, disregarding this order, are doomed to incessant internal evils, and ultimately to ruin.
